I was on like a 9 game win streak and I gain arround 25 Sr per match. Why do I keep losing 28 or more Sr when lose a game? It doesn't seem fair to me. I am diamond btw.

Personal performance. You are playing worse than people at the same rank, thus the game decide that your win is largely because of your team than your owm. So they are making you stay at where you are supposed to be. Disregard that, I didn't see that he is in Diamond.
How MMR/SR works:
Performance based SR is still a thing for players above 3000+ SR. It did not become a flat SR gain and loss. You do not lose the same amount of SR as you gain regardless of how well you perform.
For players below 3000 SR. The game takes your OVERALL performance (MMR) + individual performance during that ONE INDIVIDUAL GAME at the end of each game.
For players above 3000 SR. The game only factors in your OVERALL performance (MMR) at the end of every game.
It has not become a flat rate SR gain and loss. I dropped from 4100 to 3400 SR. Climbing back to 4100 SR. I was gaining 40+ SR per win. It steadily decreased back down to 22-25 SR per win when I was nearing the 4000 SR mark. When I was at 4250-4300 SR. I was gaining less than 20 SR per win and losing like 30 SR per loss.

Normal and working as intended. You need to maintain a better than 1:1 win ratio in order to maintain your rank, and significantly better than that to climb.
